1.0 Purpose
The Provincial Specialized Perinatal Services (PSPS) Committee is responsible for providing strategic direction, planning, and advice to the Perinatal Services BC (formerly Perinatal Health Program) Executive on the requirements for specialized perinatal (maternal and neonatal) services in BC. The committee oversees relevant provincial planning processes and works on initiatives and issues impacting the quality of specialized perinatal care in BC.
While overall strategic direction is provided by the PSPS, actual implementation of the plan rests with individual Health Authorities.
2.0 Authority
2.1 The committee is accountable to the Perinatal Services BC (formerly Perinatal Health Program) Executive Committee.
2.2 The committee is also accountable to the Provincial Perinatal Advisory Committee, and will report to the committee at least annually.
2.3 The committee will also report to the executive sponsor of the committee, Dr. E. Whynot, President Women’s Hospital and Health Sciences Center.
2.4 The chair will sit as a standing member of the Executive Committee
3.0 Mandate
3.1 Oversees the update and implementation of a provincial plan for specialized perinatal services.
3.2 Provides direction and advice from a provincial perspective on policy, strategic directives, and clinical recommendations on matters related to specialized perinatal health.
3.3 Assists with the identification of specialized perinatal health issues and challenges at a provincial level, and to make recommendations for improvement/resolution (using task groups as necessary).
3.4 Utilizes data from the Perinatal Services BC (formerly BC Reproductive Care) and other relevant data base to identify province-wide quality issues in the area of specialized perinatal (maternity and neonatal) services. Develops plans to resolve quality issues.
3.5 Facilitates and promotes standardization of clinical and administrative best practices in specialized perinatal health throughout the province.
3.6 Initiates and oversee implementation of provincial initiatives related to human resource planning and development.
3.7 Ensures timely and effective communication of relevant information and outcomes to key stakeholders.
3.8 Links with other key stakeholders and relevant provincial/regional initiatives.

5.0 Meetings
5.1 Meetings will be held 5 – 10 times per year and at the call of the chair.
5.2 Chair will ensure scheduling of meetings and the distribution of agenda.
5.3 A majority of committee members (including the Chair) shall constitute a quorum.
5.4 Decisions are made through consensus. If consensus cannot be reached, decisions will be made through voting with a majority of those present.
6.0 Documentation
6.1 The maintenance of the minutes, agenda and other documentation related to the committee is the responsibility of the Committee Chair.
6.2 All action items are to be brought forward at subsequent meetings. It is the responsibility of the Committee to keep a bring-forward list. It is the responsibility of the Chair to ensure follow-up takes place for all action items
