Neonatal Resuscitation Program (NRP)/Acute Care of At-Risk Newborns (ACoRN)

Terms of Reference

 

 

1.0  Purpose

To provide advice and leadership for the planning, implementation, evaluation, and reporting for the Neonatal Resuscitation Program (NRP) and Acute Care of At-Risk Newborns (ACoRN ) programs in British Columbia.

2.0  Authority

2.1  The committee is accountable to the Provincial Perinatal Advisory Committee (Perinatal Services BC, formerly BCPHP).

2.2 The Program Director for Perinatal Services BC (formerly BCPHP) will be the key linkage to the PHSA executive.

2.3 The chair of the committee or designate will be on the Provincial Perinatal Advisory Committee.

2.4 Regular reports are provided to the Provincial Perinatal Advisory Committee.

3.0  Mandate

3.1  To administer, disseminate, promote and support a quality provincial NRP/ACoRN program for British Columbia and make recommendations to address emerging issues.

3.2  To advise the Provincial Perinatal Advisory Committee and the National Neonatal Resuscitation Committee on matters related to NRP/ACoRN.

3.3  To help identify guidelines related to NRP/ACoRN and the maintenance of competency for health professionals.

3.4  Provide input into neonatal resuscitation by linking education with clinical outcomes through development of:

    • Provincial NRP/ACoRN documentation form
    • Provincial NRP/ACoRN instructor/provider database

3.5  To oversee a central registry of all accredited NRP/ACoRN providers and instructors within British Columbia and to provide statistics from this roster, on an annual basis, to the National Neonatal Resuscitation Committee.

3.6  To establish relationships of consultation and collaboration with perinatal care providers, professional organizations, and other stakeholders to share information and expertise concerning both NRP and ACoRN programs.

 

4.0  Membership

The Provincial NRP/ACoRN Committee is a multidisciplinary committee of experts including medicine, nursing, respiratory therapy, midwifery and other health professionals. The NRP/ACoRN Committee will consist of:

  • Provincial NRP/ACoRN Education Coordinator (Co-Chair)
  • Neonatal Consultant (Co-Chair)
  • Perinatal Services BC (formerly BCRCP) Medical Director
  • Family Practice Consultants
  • Nurse Consultant
  • Midwives
  • Respiratory Therapists

5.0  Meetings

5.1  Meetings will be held at least four (4) times per year and at the call of the Chair.

5.2  The Chair will ensure scheduling meetings, distribution of the agenda, and recording of the minutes.

5.3  A majority of Committee members (including the Chair) shall constitute a quorum.

5.4  Decisions are made through consensus. If consensus cannot be reached, decisions will be made through voting with a simple majority of those present.
